Error Message Flashes At Startup - Intermittent

At Startup, I occasionally notice a message for a split second that begins with "Alert!". Unable to read it this morning, I decided to see if Vista Ultimate has an Error log that might be of some help. Found one. Would appreciate some help interpreting it when someone has the time. Thanks. Here's what I gleaned that looked important. The others in the "Information" level, I didn't address. Here are the Errors and one Warning:

First Error)
Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.

Failed extract of third-party root list from auto update cab at: <http://www.download.windowsupdate.com/msdownload/update/v3/static/trustedr/en/authrootstl.cab> with error: A required certificate is not within its validity period when verifying against the current system clock or the timestamp in the signed file.
