Gain Access to Encrypted data “Files” done on EFS

HI

The Problem cam up when data was encryption in windows Vista Ultimate using EFS . this was done on the second partition. couple of days back i formatted a the system that was running Vista Ultimate. The primary partition was totally formatted for the new OS. Only problem was the Encryption certificate was not backed up when the system was formatted and windows Vista Ultimate was installed. Is there a way that we could recover the data that was encrypted on the second partition without the certificate.
