Microsoft Installer issue NEED HELP!!

Have Windows vista ult, build 6100 cant install nothing i pretty muchdone everything in google and nothing seems to be working, when i try to install anything i get an error message saying "Microsoft Installer service could not be accessed. This can accour if the windows installer is not correctly installed. Contact your support personnel for assistance. I go to event viewer and it says:
