First you should decide if you want a Domain or a Workgroup. for 25 computers both can do well.
In a Workgroup you just have to put the right IP in the Properties for TCP/IP v4 only (forget the other protocols), do not use DNS and in Advanced - WINS just enable NetBios through TCP/IP. In the network center you shall configure every computer in the same WORKGROUP name, and enable Network detection and sharing files and printers if it is the case.
In a Domain you need a computer as Server and in the TCP/IPv4 you should configure for Automatic IP assignement from The DSP and DHCP. In Advanced, enable the use of sufixes. and the default configuration of WINS.
Anyhow you still have to enable/disable the Net services, in the Firewall, for your preferences.
