Time and Outlook not updating

I am using Vista Ultimate 64 bit edition with two user accounts.

Whoever logs in first works ok.

Whoever logs in second has issues:

1) Outlook stops delivering email although you can still send.

2) The time in the system tray is locked and does not update

3) Moving the mouse over the system tray icons does not reveal any information about the icon

The only way to resolve the second user account issues is by restarting the pc and letting them log in first but then the first user account suffers the same issues.

I'm not sure when this started, the system is on automatic updates and has Service Pack 1 installed.

Any ideas please?

I am having similar prolems as described above. In addition

Using Windows Mail:

list of received mails does not appear in Inbox until I click Send/Receive

Even when messages are displayed, the selected item will not appear in the preview pane. Instead it say 'no meesage has been selected' even though one has.
