Windows Vista Freezes

Hello, this is my first time in this.
I have a Gateway p4 3.4 ghz, 4 meg memory, windows vista ultimate sp1.
My system freezes all the time even when I am in system startup bios.
I tested the memory -ok. The computer came with an ATI graphics card (RADEON X1650 PRO, PCI EXPRESS with 512mb). tried using the graphics on the mother board, did not help. I scaned the computer with McAfee it was ok.

1. freezes
2. will not reboot all the time
3. some times will boot with no video

Can anyone help me.
