DVD drive issue

Everytime i put in a cd, not a blank one but like a game or program, the drive read that it has 0 space to BURN something on it and ONLY gives me the option to format the CD it will not run the program.....very anoying cause when I built the PC it worked fine. Are there settings to change on the dvd burner??
