It's a 'security feature' of Vista, usually when you copy a file (as i've found) from another computer on the network or certain downloads. Right-click the file --> Properties --> uncheck the box next to 'unblock'.

You see I downloaded it from the internet and can't seem to get it to run or load the software into my computer. As easy you make it sound how do I do that for the next 258 other file that have the same problem as the one indacated. Please keep in mind I'm new at the form not with computers. But if that is same way to turn off this feature would be more helpful. Thanks

To me it sounds like it might be getting blocked by BCD(Boot Configuration Data) depending on the nature of the file. Its meant to block malicious or unsigned files from running on your system. You can download a few differnt utilities to alter its behaviour. Personally speaking I use TweakVI and Vista Boot Pro
