.Net Framework 1.1 cannot install

Whenever I am at the end of installing .net 1.1 a window shows up saying this:

cannot load recouces form resource file please check your setup

then the window comes back imediately after closing saying:

cannot load recouces form resource file please check your setup

then it is two more windows designed in different ways saying that I should contact customer services if problem persists but thats like an $80 minimum

I have tryed to find the other versions of .net to uninstall they could not be found...

but they were there because when I ran the .net framework cleaning utility Aaron Stebner's WebLog : Automated cleanup tool to remove the .NET Framework 1.0, 1.1, 2.0, 3.0 and 3.5 in the logs it said I had 2.0 and 3.0

Should I just rollback the computer or is there a solution to this madness?
