Trouble sharing the root of C in vista

I have been having issues while trying to share the root of C: with other users on my network.
Everything is set as it should be all permissions are set for full access for everyone, I have even removed the password sharing selection . I can see the folders from another pc but still have "access denied" when I try to get into a file. All files are accessable from the host machine. Has anyone else had this hassel and how do you get around it? I'm only having the problem with the vista drive the other 2 drives I have shared were old XP drives and they share fine..
