New User Account

I am trying to create a new user account. I currently have two user accounts one has administrator the other is the guest account . Problem is I cannot seem to create a new account, I can can set the name of the new account in Control Panel Add User Accounts but it will not create a User profile .

I have tried in safe mode no luck. Have conducted sfc/scannow no problems found. The following message appears after I try to log on with the new user 'The User Profile Service service failed the logon & User Profile cannot be loaded'.

I have checked the S1-5 files in the Profiles List the new user is not listed.

Any assistance in layman's terms would be
