vista sp2, screen flashes during boot.

Hi all,
I,ve got an issue with my screens lower half flashing white one time during normal boot? looks like Exclamation points covering the lower half of the screen..
I'm thinking it's some type of voltage spike? seems to have started after sp2 update, but I'm not certain...anyone ever seen this happen?
