no response HardDrive

Im running an Vista Home Premium and trying to connect my external acomdata harddrive and I am not getting any response that the OS is reading the hard drive. Its just not recognized at all. I checked device manager and tried recovery software, i thought it my start a response but nothing.

Any ideas????
