Advanced Networking Stops

I am running Vista Home Premium 64-bit. I often get an error box stating Advanced Network Services has stopped working and has been closed. There are no options to fix or help or restart. I've always ignored it because I don't have a network setup. Now I want to set up a wireless network for streaming video to my TV. Does anyone have any suggestions as to how to troubleshoot this problem? How to restart network services? Thank you.
