Message Not Found

We are having problems with recovered mail folders appearing. Have deleted all these folders. Now we can see all the messages in windows mail folders; however, the content says message not found. Is there a way to get the content of the messages to show up again?

Also, when we start windows mail it again starts creating recovered mail folders.
