I havn't been able to update Windows Security since 10/29/2010. I have noticed that i have not been asked to log in as administrator. Which is the normal protical for this type of update. Why is this happening?

error 00000646
I have just updated all my Drivers
Cleaned and deffraged the registry as recommended by vistaheads.
but i still have the same error.
