I am not to good at that subject but I will give it a try.
You said you can get into safe mode and that is the good thing.
When did the issue start?
What I would suggest is the following: Restore system to earlier date
From within Windows, you can just type restore into the Start menu search box, and you’ll immediately see System Restore at the top of the start menu and simply click it. Once it is open You will immediately see a screen where you can choose to roll back the system to the last restore point and an option called choose a different restore point.
Select "Choose a different restore point", once you do that you will see a list select a day that was a few days before the issue started and then restore to that day.
After restore is done you should be able to use system again. at that point do the following :
Go to
HouseCall - Free Online Virus Scan - Trend Micro USA and run a free online full virus scan.
Then after it completes fix all issues it lists, then go to
Free Online Virus Scan | BitDefender Online Scanner and download and run the free online virus scan, again fix all issues.
That should get you close to working order.
