file and printer sharing

Hi All,

I was checking the firewalls exception list and found that the 'file and printer sharing' option is checked. Following are my questions regarding the same

1) Who turned on (checked) this option? checked by default?
2) Does IMs like gTalk, Skype need this option checked in order to transfer the files?
3) I'm using my computer for my personal use with no (LAN/WAN) network (only the broadband line). Is it safe to keep it checked (if no program/tool/IM requires it)?
