When I first got my HP Pavillion dv9700 a couple of years ago, I had the same issue. When the machine was new, Vista SP1 was way off in the distance, and Microsoft patches weren't exactly flying out of the factory, so I called HP tech support. They pointed me to a patch on the HP website, which I downloaded and got it to work. It was actually harder than I thought it would be, but I finally got it working. Since then, I have reloaded Vista several times. Since I didn't used the camera in a long time, I tried it out the other day and it worked fine. Nothing was needed besides the Microsoft Vista SP1 and the Microsoft Vista updates.
A couple of things; when you go to download and install SP1, make sure you "save" the file instead of "run" it. The file is huge, and it's much easier to load from your hard drive than from the network. Also, after installing SP1, let your machine go with the Microsoft updates. You can use automatic updates for regular maintenance, but if you manually kick it to check for updates, you will be up and running in a matter of hours. Like I said, there are over 130 updates (if you are starting with zero updates, like I was), most of which you will need. I just prompted my laptop manually to see the updates, looked over the list of available updates, unchecked a few that I didn't need, and let it go. I came back hours later, and it was just finishing the configuration settings, although even that took a half hour. At least it did it all by itself though, once I picked out the updates I wanted.
