Help. Cannot Delete Vob File, Dont Know Even Know What One Is!!

I do deserparately hope you can help me, Im having real problems.
Im not techy but will try and explain best way I can.
Basically partner downloaded a torrent file that is saved onto the computer but instead of saving as a AVI file its saved as VOB file as it says the name of what he downloaded underneath it. I have no idea what this is. THe file is a little white square with an orange flower on it (vista flower). This file is completely messing up the my sytem when I go to where this file is saved (where there are AVI other files aswell) it take ages to load. I cannot delete it, a copy of the file is also stuck in The recycle bin. I cannot move it or anything but If I try to do anything with my computer after touching this file (ie trying to delete it) my computer wont work at all it just freezes up. I cannot empty my recycle bin because that file freezes me out I have to switch the whole thing off at the plug. Is this file meant to be there. I have tried system restore but that didnt work and at them moment I am running a scan in the cmd thing (sfc/scannow) as read somewhere that would do it but scan hasnt finished. I have no idea what a VOB is and Im puzzled as to why it's stuck and when I touch it my Internet and all applications freeze up.
Please someone help me I will be eternally grateful, I hope this email explains its self.
