can't import favorites from backup

Please help. I had to replace my hard drive but I had done a backup of everything already. I can't import my favorites to ie7 at all. There is no bookmark.htm & when I made a file named that, it still says no such file. What am I doing wrong? Vista Home Premium x86, ie7.
