Vista Stuck in Loop

My Father's Dell Inspiron 1525 laptop will not boot all the way up. He said that it was installing a windows update the last time that it worked. It now boots up to a Window saying "Configuring Update 3 of 3 - 0%complete" It stays on 0% complete for a few minutes and then shuts down to a black screen and runs check disk. It runs this loop constantly. Any ideas?

How do I re-install windows when it won't boot up? I can get to a DOS prompt and I can also get to a restore page if I hit F3 and then F8 when it starts up but it looks like it will only give me the option to restore from a backup or do a complete restore which will wipe out all data. I tried the system restore but it tells me that I have to check the disk for errors first (which none showed up) but then it won't let me go any further after it analyzes the disk.
