user control prompts

I am trying to help a friend who has vista, he is the administrator, but everytime he tries to do "disk space cleaup manager" he gets the popup Windows needs your permission to continue. Also when he attempts to do a Microsoft Windows backup it does the same thing. He would like to disable this without turning off user control completely. Since I don't use Vista I don't understand why as an adminstrator it keeps asking for his permission. Thanks for any help you can give me.
