I have had a similar problem with system restore. However, my computer does reboot, only to tell me system restore did not complete successfully. I cannot seem to get it to work.
Of interest to you might be the fact that I have had problems with my compaq presario desktop with vista 32 basic where it refused to boot. I turned the computer off and then turned the power to the computer off (unplugged it). I then pressed and held the start button on the computer for a full minute (this causes some kind of reset in the CMOS battery).
THEN, plug the computer back to the wall or your surge protector. NOW push the start button. If it doesn't reboot, repeat the steps above but put a BOOT disk cd or dvd in the cd/dvd player BEFORE you power down. On start up your BIOS will check the cd/dvd player FIRST for boot files. It normally doesn't find them (because you normally don't have a cd/dvd disk in there) and goes to the hard disk to get the files.
If all of the above fails because your hard disk is faulty or died, try running an UBUNTU OS (it fits on a dvd along with its boot files) off your cd/dvd player. You should be able to salvage most of your data from the hard disk because the UBUNTU OS will enable you to search the hard disk and copy files from it to a flash drive.
If the hard disk can be repaired with a reformat and reinstall of windows, the UBUNTO OS enables you to save your important files from the hard disk to dvd before reformatting the hard disk.
