Control Panel
Mostly everything under my control panel; such as Administrative Tools, Parental Controls, and User Control settings do not load properly when i click on them for some reason.

When I first got Windows Vista, everything was working perfectly. But now, when I click on them; a blank window pops up for about a second and nothing happens.

What I really want to fix is my User Control settings because I need to change/make another user on my computer. I just dont know where to start, and I dont know if its spyware or a virus because I havent made any changes that would effect this.

Anyone know anything about this?
