Urgent help with permission settings!

Hey, i changed the permission settings for C:\WINDOWS folder and accidentally checked a checkbox...none users or the system itself has no access to any file in windows directory...the computer does not start and i can access only the command prompt...is there a way to change back the permission settings through command line?
