Administrative problems

This question might have come up before but i cant bother to look right now but here goes.

Randomly my recycle bin has dissappeared from my desktop, i know how to get it back. that parts not the problem, the problem is when i click the 'change desktop icons' it doesnt open and give me an error like message titled 'display settings' then the message itself is "your system administrator has disabled launching of the Display Settings Control Panel" I am the only account on my computer and the only person that even uses my computer and my account is the administrator. I havent noticed anything else thats different its just that one thing.

Any answers?
