How to override an anministrator

My brother and I share a Windows Vista computer at first we were both administrators. Then he got mad at me and changed me to a standard account. A long story short i moved and my bro forgot his password and now i cant get all these old programs off my PC because i need his password please help!!

Go in through the HDD Password and change it to a new one and delete all other administrators .. through the bios in F1 on power on hit f1 real quick and hold it go to security and change the HDD password by entering yours and set a new one and you should come on as a full administrator.
