Scan and Fix

I am having problems with an external drive I attach it to my WDLIVETV and it shows, no media on this drive, I scan it in Vista and it works again with the WD. If I power off the WD the drive no longer works until I rescan in Vista.
Now Vista reports, No problems found, but it must be doing something! How can I discover what it is doing so I can troubleshoot my problem?
