Windows Update doesn't update!

Hi all,
I hope that someone can assist me with this problem. When I boot my Dell computer, it always goes to Windows Update with the message, "Windows can't update while programs are running. Restart your computer to receive important updates." I restart the computer, but nothing is ever updated. I go to update and view the history. Most of the updates were done in 2008 with just one from 2010. This goes on incessantly - the windows message. I've gotten so I request a 4-hour delay, but it still comes up with the same message even in less than 4 hours. I've tried everything that I can find as far as fixes are concerned. I can't download some programs because they require NET.4 and it won't load. I've tried Microsoft Fix-It, but the Powershell won't load. I've tried CCleaner to clean the registry - nothing works! Can anyone give me some direction as to how to solve this problem? I would be greatly appreciative.

Windows Update requires certain services:Automatic Updates enables detection, downloading, and installation of critical updates for your computer. Background Intelligent Transfer Service (BITS) enables faster, restartable downloading of updates. Event Log logs Windows Update events for troubleshooting. To check that these services are enabled, try the following.
1. Click Start, and then click Run.
2. Type services.msc and then click OK.
3. In the list of services, right-click the service name, and then click Properties.
4. In the Startup type list, select Automatic.
5. Verify that the service status is started.
