Vista asks for password in dos like window

In Vista Business , I have an admin account and a standard user account.When I turn on computer a blank (black ) screen comes on and asks for a system password in a dos like window.
I cannot get into safe mode. I believe I will havve to reinstall.
How do I get into computer??
