Windows Contacts

Strange problem on my friend's Vista Home machine. I'm personally a Linux geek, so please bear with me here

When we open Windows Contacts, either from the start menu, or from within Windows Mail, the contacts come up in what looks to me like a standard Windows Explorer window, rather than in the Windows Contacts app. In other words, the menu bar has all the things I would expect to see in an Explorer window, and none of the 'Add Contact', 'Add Group', etc buttons.

Does anyone have any idea what we've done wrong here and how I can get it behaving like it apparently should?
