Your computer has a limited or no connectivity

Does anyone know how to troubleshoot this problem with vista home edition. I did everything i could with no luck the ip address is still 169.254.4.82. I release , renew ip, netsh winsock reset, netsh int ip reset in vain.
I need help , please
