Vista Won't Play Flash Without Page Refresh

Anyone know of any reason that Vista/IE8 will not load Flash on a website unless you refresh the website page? On the initial page load you see a blank area, then it loads and plays after you refresh the page.

ANY help is appreciated! Thanks!!!
