my vista is not performing good anymore

i do need help with my vista that is not performing good. i have any problem to boot it, i can also download programm but can't execute them.i mean there is no feedback when i press the run button. curious problem i have internet conexion but internet icon is red cross, other problem i can reach panel control but no way to uninstall any proggramm i can start the action so the computer is turning on with no action completed, no way to update. i do'nt know how to deal with that problem i need your help please!!!!

Have your administrative rights been taken away therefore rendering you unable to fix or diagnose the problems you are referring to? Ill be honest I did find it a little difficult understanding your post, sorry.
