Help installing Flash CS4

I'm attempting to install the Flash CS4 pro trial from adobe, and vista keeps smacking me down. I've tried to troubleshoot this issue on my own to no avail. I've tried running vista in a simplified mode (as outlined in adobe's troubleshooting page: Troubleshoot installation problems with Flash CS4 Professional (Windows XP and Windows Vista) )

I've also tried completly disabling UAC.

I'm still greeted with this message:
This installation is forbidden by system policy. Contact your system administrater

I'm doing all this on the Admin account.

Any help in this matter would be greatly appreciated. And please forgive my spelling/grammer.
