No one can open my attachments!

I have been trying to email a newsletter out to the community I work in. I have sent it as a PDF (changed from a Publisher Doc), and recieved many emails saying that it was a bunch of jumbled text in the body of the message and no actual attachment. Then I switched it to a Word Doc and the same thing happened. I made some changes to the Word Doc and then made it into a PDF and sent it again as an attachment. Still getting emails saying it is jibberish. help!

Go to Tools > Options > Send. See if Mail Sending Format is on HTML, if not, do so.
