ie7 behavior change in Vista

My wife and I have two relatively new computers with Vista (home premium) and IE 7. Recently, hers, and only hers, has started having IE 7 behavior problems. The most recent is that
when clicking a link in email, the browser window opens in a new instance of IE with "without add-ons". I can find no spot where this behavior is optioned, and no place where the command line switch -extoff is used. Any help would be greatly appreciated.
