Vista Launch StartUp Repair

Hi

I hope someone can help me. I started my Dell laptopn this morning and opened IE7, around 19 different browser sessions opened so I started closing them via task manager but sessions kept opening. Eventually I had to switch the laptop off at the power as nithing else would work. I switched it back on and got the black screen with an option to launch startup repair or start normally - Start normally would not work so I opted for Launch Repair. I then came to a screen asking me to pick the OS - there was no OS listed so I clicked next - it then started a repair and came to a screen saying repair was complete - click on finish to restart. I clicked on finish and the computer went to restart. However, it only comes to a black screen with mouse pointer and hanges there, I can't even re-install vista as it won't boot from CD (I can hear the CD drive working but the screen just goes to black). I've tried to start in safe mode, safe mode with network and safe mode with command prompt but it all just results to a return to the black screen.

Please can anyone help.
