Windows User Accounts Turning Itself off

I have a brand new Toshiba laptop with Windows Home Premium, 64 bit installed.

I have updated Windows, updated Defender, installed NOD32 Suite and always work in a limited (non-admin) account.

Yesterday I noticed that I had a warning message from "Programs Blocked at Start-Up." What was being blocked is Windows User Accounts. The feature seems to have been disabled.

I can turn it back on manually but within an hour or two it turns itself off again. I am worried about security vulnerabilities with this happening and I want to fix it.

Anybody have any ideas of what is going on or how to resolve it?
