Moving Vista to a new computer

Does Vista have a built in system to move a whole setup to a new computer? I mean beside re-installin everything from scratch? Does a 'short cut' exist? HD cloning dosen't really help in this case as the whole HW setup will change. Ok so I will keep 32-bit architecture, but thats about all.

My situ:
I have an old computer with Vista Home Premium and all the usual office, email and other software installed on it. Now how do I transfer all that to my new (desktop replacement laptop) computer. Every license on the old machine are moving to the new comp.

Any suggestions?

my advice would be to reinstall everything.

I dont know of any other easier method...especially with Vista.
