Windows Flashing during upload, or refresh of IE7

Hello all,
My first post here, so I hope it's in the right spot.

I'm running WinVista Enterprise, and having a minor issue.

When I have a web page open, and am uploading a large file to another web site... the windows IE screen will flash once every second or so. Same thing happens if I go to my start menu, task bar...etc and hover the mouse above it. It'll flash as if the window is going 'negative' or in reverse color. For example, a white background will turn black. Black font, turns white...etc.etc.

It does this on the 'active' selection, even if there's an upload going on in a different window of IE.

I do believe that I made have made a change that caused this in my windows functionality settings in the "welcome center". I've been looking and looking, and all I can think of that I changed something in the "ease-of-access center" window accessed via the welcome center.

... mind you, I've been around PCs for a long time, and build my own. This is one of those "too simple" to find errors. And I need a little bit of help (if you can).

I'll report back if I find this annoying screen flash before an answer is posted.

I just found it.
... this has been plaguing me for months.

Main thing here is to NOT check the box for "Turn on visual...."

Macromedia Flash Player must be installed to view flash (SWF). ... The pages will refresh the status as the upload is in progress so please do not close the ... With Internet Explorer 7, you will need to open FTP in Folder View. ... Open up Windows Explorer (on your local computer) or the folder on your Macintosh .
