I found out how If anyone has this problem, just follow the easy steps:
go to run type in regedit and follow: "HKEY_CURRENT_USER\Software\Microsoft\Windows\Curr entVersion\Policies\Explorer"
(Without ") There should be A REG_DWORD file named : NoControlPanel,
Delete it and restart your computer and control panel should work.
