When adding new profiles, Vista is seriously slow building them.

I work on a secure domain with over 450 users with a constant turnover. Once new profiles are built on the domain, logging into Vista takes a very long time for these to build into a fresh image. Does anyone have any suggestions on what is causing this or possible solutions. I am on a server 2003 network.
