Internet Slow to Connect

I have the only Vista machine on campus and after installing a new content filtering system, CIPAFILTER, it takes at least 10 minutes for the Internet to connect. CIPAFilter has a built in stateful firewall. I have disabled TCP Scaling in Vista, but still no luck. I do not have a problem at all with the XP machines. However, I have 1 Windows 2008 server and it has the same problem as well. I have even disabled the firewall on the Vista workstation and it is still taking time to connect. Any ideas?
