Check your Local Security Policy settings.

Ctrl Pnl/System and Maintenance/Admin Tools: Local Security Policy

Check the settings for User Account Control: look for executables elevation and application specifics.

Not sure if this may help at all but if this area is configured incorrectly it can affect app installs.

Good question. On program installs I often receive that notice, but over come it by either forging ahead or restarting the install.

So frustrating. I swear once I got a dialog box letting me install as admin, but not recently.
