Using Regsvr32 tabctl32.ocx as admin

On running "regsvr32 tabctl32.ocx" by right click on "run as administrator", a failed message pop-up is received asking to provide a binary name. Both regsvr32 and tabctl32.ocx are located in the c:\windows\system32 folder. a fresh tabctl32.ocx download was done after getting error message on running a program.
Anything I can try to get my tabctl32.ocx registered in the registry?
