error code 1155

Im getting this msg when trying to open downloads:ShellexecuteEx failed code 1155
no application is associated with the specified file for this operation.

Any ideas or help please.

The Error 1155 is called Missing File Error.

Adding information to this answer. Never, never delete a file with the extension: .exe. One will get a missing file error eventually. My practice is to simply leave my .exe files alone.
