everytime i try and open my control panel or action center i get no such interface was does this mean and how do i fix it ?

First, you scan your computer for malwares. If it is clean, open an elevated command prompt, type in sfc/scannow and press enter. It should scan the system files and replaces incorrect versions with correct Microsoft versions.

I agree with chris***le, scan your computer for malware and/or viruses. It sounds like you have something malicious on the machine.
