I don't know the Dutch language, but it sounds to me like an uninstall was performed incorrectly without using the program's uninstall feature.
Often programs that are installed have the "run on startup" chosen and when a program is incorrectly uninstalled, shortcuts in the "startup" shortcut folder on the start menu, or system registry are left behind attempting to run a program that no longer exists.
Malware / virus / trojans can also cause this kind of thing to happen when they are improperly removed. The malware program itself could be removed, but an entry in the registry that uses the "rundll" command is still trying to start the non existent malware.
Try using CrapCleaner on your registry. This can easily be found using google.
